Research updates and official results have separate identities. Official quarterly editions will preserve a fixed cohort, observation cutoff, model version and source file.

Civometra Index: the research foundation

Published five pillars, 30 indicator definitions, fixed weights, normalization anchors and coverage gates.
Added official contextual observations, research notes, downloads and a source register.
Repaired 27 missing country relationships.
Recomputed legacy ordinal ranks from full-precision scores; retained original score values and observation dates.
Fixed category strengths that were empty because categories use different snapshot dates.
Replaced calendar-based freshness claims with actual data dates.

This is a research release. There are no official Civometra quarterly winners yet.

Methodology Legacy baseline

Quarterly publication policy

Target editions are Q1, Q2, Q3 and Q4. A results release requires sufficient reviewed, comparable evidence. If coverage fails, we publish a research status instead. A new download date alone never creates a new results edition.

Corrections to a published edition receive a revision number and reason. Method changes receive a new model version. Historical editions keep their original methodology.
